NOTICE

The Department of Social Services is recommending Electronic Benefit Transfer (EBT) cardholders to protect their benefits by creating a new PIN number periodically. Changing the PIN will ensure that if the card was compromised, benefits will not be stolen. Below are some other tips to keep your benefits safe:

  • Avoid simple PINs. Number combinations such as 1111, 1234 or 9876 may be easy for others to guess.
  • Keep your PIN and card number secret. Do not share your PIN or card number with anyone outside your household. Cover the keypad when you enter your PIN on a card reader.
  • Beware of phishing. DSS and EBT customer service will never call or text to ask for your PIN or card number.
  • Change your PIN often. Change your PIN at least once a month, especially right before your benefits are to be added to your card, by calling EBT Customer Service at 1-888-328-2666.
  • Check your EBT account regularly for unauthorized charges. If you see any, change your PIN right away to stop the thief from making new purchases. Report suspicious activity to us.

Federally funded Supplemental Nutrition Assistance Program (SNAP), formerly known as Food Stamps, helps eligible individuals and families afford the cost of food at supermarkets, grocery stores and farmers’ markets. Individuals can apply for these benefits by completing a state application form which can be done online, or mailed, or dropped off at a local DSS Regional Office. Once the form is complete, Individuals will be assigned an eligibility worker who will interview individuals to complete the application process. There are gross and net income limits. The gross income limit is equal to 185% of the current Federal Poverty Level and is the amount of income the household has before taxes and deductions. The gross income limit applies to most households, but does not apply to households in which at least one person is 60 years of age or older, or receives disability income. However, all households are subject to a monthly net income limit. The net income limit is equal to the current Federal Poverty Level and is the amount left over after certain deductions are allowed. Program Delivery
Eligibility: Income standards for SNAP are based the federal poverty levels (FPL); There are gross and net income limits.; The gross income limit is equal to 200% of the current Federal Poverty Level and is the amount of income the household has before taxes and deductions; The gross income limit applies to most households; The gross income limit does not apply to households in which at least one person is 60 years of age or older, or receives disability income; However, all households are subject to a monthly net income limit

-There is no asset limit EXCEPT for households whose gross income is more than 200% of the Federal Poverty Level; For those households, total assets including cash, savings accounts, stocks and bonds cannot be more than $4,500; A home the client lives in is NOT an asset, nor do liens get placed on the home; Vehicles or retirement accounts, such as IRAs; Again, these asset limits only apply to households whose gross income is more than 200% of the Federal Poverty Level

-A "household" is all the people who live together and buy and prepare food together. Once a household meets the eligibility requirements, we calculate the amount of the household’s SNAP benefit based on the household’s income and certain allowable deductions for shelter, dependent care expenses, medical costs and child support payments to others outside the household. Shelter costs are rent and mortgage payments, heating or cooling not included in rent, and utility and monthly telephone services charges.


NON-CITIZENS: People in the U.S. with a temporary visa and illegal aliens are not eligible for SNAP; however, their citizen children can be eligible; Permanent residents, refugees, asylees, and certain other categories of immigrants are eligible for SNAP; Permanent residents who have not lived in the United States for five years are eligible for state-funded SNAP, but must have lived in Connecticut for at least 6 months

Application Process: You can apply for these benefits by completing a state application form. This form can be done online, mailed, or dropped off at a local DSS Regional Office. Once the form is complete, an eligibility worker will interview you to continue the application process.

If you prefer, you can fill out the application for SNAP benefits at your local Department of Social Services office. You can also authorize someone else to do the application paperwork for you. If you are unable to get to a DSS office, and if there is no one who can go for you, ask DSS to do your application interview by mail and phone – or you can apply online.

Documents Required: Picture ID; Proof of address (Note: people who are homeless do not need to have a permanent address); Social Security cards and birth certificates for all household members; Proof of income/assets; Proof of citizenship or legal residency; Proof of housing and utility expenses; Persons age 60+ or disabled can show medical bills to reduce applied income amount; Persons paying for child care can show child care expenses to reduce applied income amount.
EXPEDITED SNAP: ID is the only document required for the first month's benefit; If applicant has no ID, DSS worker should try to call someone who knows applicant to prove ID; Client must provide Social Security numbers before the next month's benefit is granted;
