Description

Provides assistance in resolving certain disputes between mobilehome/manufactured homeowners in mobilehome parks and park owners/management. Accepts complaints about violations related to the Mobilehome Residency Law (MRL), such as illegal grounds for eviction, failure to provide proper notice of rent increases, or no written rental agreement between the park and mobilehome owner.

HCD is prohibited from arbitrating, mediating, negotiating, or providing legal advice in connection with mobilehome park rent disputes, lease or rental agreements, or disputes arising from rental or lease agreements.

Program Delivery
Eligibility: Mobilehome/manufactured homeowners living in a mobilehome park under a rental agreement.
Languages: Most available upon request, American Sign Language Interpreter available on request, Spanish, English
Application Process: Visit the website to submit a complaint online or to download and print complaint forms. Completed forms can be submitted by mail.

Once the complaint is submitted and a potential MRL violation is identified, the complaint may be selected for further assistance and/or referral to a contracted nonprofit legal service provider. While some complaints will not meet the criteria of an MRL violation, the program may still be able to provide assistance, information, and/or resources.
