Helps low-income families, with children under 18 in their custody, with utilities, first month's rent, and eviction avoidance.

Please note:  Francis House Center cannot provide entry into housing. Entry is through the Coordinated Access System.

Program Hours:
Office: Monday, Tuesday, Thursday, and Friday 9 am - noon, 1 pm - 3 pm;
Description: Located on the corner of C Street and 15th Street in downtown Sacramento.
Bus Service: SacRT Bus 33.
Public Transportation SacRT Light Rail Blue Line. Alkali Flat/La Valentina Station.

Program Delivery
Eligibility: Families only, with children under 18 years old. Must meet poverty guidelines for 2024 and have all required documents. See "Documents Required" field for a list.

In addition, must meet income guidelines.
Federal Poverty Income Guidelines (guidelines effective as of January 17, 2024) (Cash ONLY do not include CalFresh):

1 person - $1,255 per month

2 people - $1,703 per month

3 people - $2,151 per month

4 people - $2,600 per month

5 people - $3,048 per month

6 people - $3,496 per month

7 people - $3,945 per month

8 people - $4,393 per month
Add $448 for each additional person.


Community Services Block Grant (CSBG) eligible incomes for households receiving TANF or CalWorks cash aide):

1 person - $2,430.00

2 people - $3,286.66

3 people - $4,143.33

4 people - $5,000.00

5 people - $5,856.66

6 people - $6,713.33

7 people - $7,570.00

8 people - $8,426.66



Families/households with more than 8 persons, add $856.66​​ for each additional person.

Application Process: Walk into Francis House Center. For Diversion assistance, an initial interview is done by the Program Resource Specialist to see if the person qualifies. If the individual appears to qualify the Program Resource Assistant will schedule an appointment.
Payment methods:
Program Fees: No fee.
Documents Required: - Proof of all sources of household income
- ID

First Month's Rent:
- Rental Agreement signed by client & landlord
- Lease and W9 provided by the landlord for rental assistance
- Receipt for security deposit and partial payment of first month's rent or proof of funds

Eviction Avoidance:
- Receipt for partial payment of the amount owed or proof of funds
- 3-Day Pay or Quit for Eviction Avoidance and W9 provided by landlord.

Utility Assistance:
- Utility Notice for utility assistance
- Proof of recent payment towards what was owed within the past 7 days
Capacity: Dependent on fund availability.
Normal Wait Time: 10 - 14 days when all documents are submitted. Funds are mailed directly to the landlord or the utility company as applicable.
