Description
Statewide State-Administered General Assistance (SAGA) program is a cash assistance program for individuals who are unable to work for medical or other eligible reasons.

Program serves:

**Adults who are either permanently or temporarily unable to work due to a documented medical condition and whose income and assets are below allowable limits.

**Individuals who applied for and are waiting to receive Social Security Disability Insurance (SSDI) or
Supplemental Security Income (SSI) benefits from the federal government’s Social Security Administration apply for SAGA cash assistance, pending eligibility for these federal benefits.

**Person must be either unable to work for a short‐term period (2‐6 months) or unable to work (including unable to participate in education or training) for a long‐term period (6 months or more).

**Individuals may also qualify as unemployable for certain specific, non‐medical reasons which include being over age 55 with a limited work history, over age 65, or needed in the home to care for an incapacitated spouse.

**Those unable to work for a short‐term period also need to have a recent connection to the labor force to qualify.

**Individuals qualifying for SAGA who also have documented substance abuse issues, must participate in substance abuse treatment to remain eligible for SAGA cash assistance.

**Gross income limit – monthly gross income must not be more than 300% of the maximum SSI limit for one person if unmarried, or 600% of the maximum SSI for a couple if married.

Applied income limit – There are also limits on the amount of “applied income”  may receive and still be eligible. Applied income is the amount of individual's gross income that remains after deducting certain costs. Monthly applied income must be less than the maximum SAGA cash assistance available.

Program Delivery
Eligibility: Ages 18-21 if not living with parents; Otherwise, ages 21+; Must be U.S. citizen or have permanent resident status; Gross income limit – monthly gross income must not be more than 300% of the maximum SSI limit for one person if unmarried, or 600% of the maximum SSI for a couple if married; Asset limit is less than $250, if unmarried and up to $1,000 for a family of four; and automobile equity may not exceed $4,500; Adjusted income (gross minus certain exclusions and deductions) varies from $55 or $219 per month, depending upon whether the individual is "unemployable" or "transitional" and whether he/she pays for shelter; Must be "unemployable" to receive SAGA cash; Unemployable: Must have physical and/or mental impairment that prevents employment for at least six months; Individuals will be required to apply for SSI or SSDI benefits before receiving SAGA cash assistance; Individuals also be required to sign a form authorizing the Social Security Administration to reimburse DSS for any SAGA cash assistance provided while SSI or SSDI application is pending; Social Security Administration will send SSI or SSDI back benefits directly to DSS to reimburse the State for the SAGA cash assistance received. The State will only keep the amount it paid to individual as SAGA cash assistance.

Application Process: Online—The fastest and easiest way to apply. Visit www.connect.ct.gov and click on the “Apply Now” button. The
“Am I Eligible?” feature on www.connect.ct.gov can also be used to check eligibility for SAGA.
In Person—Visit any DSS Service Center to complete an application. Office locations can be found at www.ct.gov/dss
under the “Regional Offices” tab, or call 2-1-1 to be referred to your nearest DSS office.
By Mail—To request an application, call the DSS Benefits Center at 1-855-CONNECT (1- 855-626-6632). Persons who
are deaf or hard of hearing and have a TTD/TTY device can contact DSS at 1-800-842-4524. Persons who are blind or
visually impaired, can contact DSS at 1-860-424-5040. You can also print an application from www.ct.gov/dss/apply
Documents Required: Identification; Proof of address; Proof of income and all assets; Social Security number; Proof of citizenship or green card; Proof of family size; Proof of unemployability; Proof housing expenses; Self-statement is accepted for unemployment, for no income, and for clients who stay with family but claim self-support

Short-term Transitional:

•Medical statement that says can’t work 2-6 months, and there is a Connection to labor market
•A connection to the labor market includes one of these:
•Earned $500 in 3 out of last 5 quarters
•Collected unemployment compensation in last 6 months or had enough work quarters to collect
•Exempt - institutionalized (jail, hospital, treatment facility) 45 days in 3 of last 5 quarters
•Exempt - was caring for own child under 2
•Exempt – graduated high school in last 6 months
•Exempt – was on SSI/SSDI/AABD or SCA as Unemployable

Long-term Transitional:

The Medical statement says that the individual can’t work for 6 months or more (a labor market connection NOT required)
