Description
Child Support Services (OCSS) within the Connecticut Department of Social Services is to improve the well-being of children, promote the self-sufficiency of families, and deliver quality child support services. Regional Bureau of Child Support Enforcement (BCSE) offices at local DSS offices provide intake for new cases, parentage establishment assistance, and assistance with re-opening a case.

OCSS Appointment and Contact Information
  • To ensure a positive and successful interaction, Office of Child Support Services (OCSS) staff are available by appointment. Acknowledgement of Parentage (VS56) forms may be completed via walk-in based on the availability of staff. A valid photo ID is required to complete the Acknowledgement of Parentage (VS56) form and a copy of your child(ren)’s long form birth certificate is recommended.

Also, the Child Support Information and Problem Resolution Line, 1-800-228-KIDS (5437), is an automated response system that gives general information about child support services provided by the State of Connecticut, as well as specific information about an open case.

Program Delivery
Eligibility: Child support services are available to custodial as well as non-custodial parents; It is not necessary to be receiving state assistance to seek assistance from the Bureau of Child Support Enforcement offices
Languages: Spanish
Application Process: To apply for child support services call nearest DSS/BCSE office; For general information or to find out about status of a payment, call the Automated Phone line
Program Fees: No application fee
Documents Required: Name and address, if known, of non-custodial parent (NCP); Picture ID of NCP if available; Social Security number of NCP; Copy of court order of child support if one exists; Proof of parentage establishment (copy of birth certificate, Form VS-56, or court adjudication); For clients who are not TFA recipients, record of child support payments received; and copies of medical expenses that NCP is required to pay.

Unpublished NotesTo modify a child support order, the parent can do one of three things:
1) hire an attorney to file the motion. Parent pays for the attorney, the filing fees, and for a marshall to serve the other parent.
2) File a pro-se motion (file the papers without the help of an attorney). Parent pays for the filing fees and for a marshall to serve the other parent.
3) IF THE PARENT IS GETTING ENFORCEMENT SERVICES THROUGH THE STATE, he/she can ask the Judicial Branch's Support Enforcement Services to file the motion for them. This process takes longer than the first two routes, but there is no charge to the parent. The number for Support Enforcement Services at the Judicial Branch is (800)228-5437.
