Description
PCA Waiver Program enables Connecticut residents ages 18 through 64, who need personal care assistant services to remain at home. This program is for people who are institutionalized or who would be institutionalized without PCA services, who have deficits in at least two activities of daily living, and who do not have community supports available to live independently.

People with disabilities who are eligible for Medicaid for the Employed Disabled are NOT subject to income and asset restrictions that are otherwise applicable to individuals receiving home and community-based services under the waiver.

Relatives (but NOT the spouse, the conservator, or the Power of Attorney) of the person needing the care can sometimes be hired to be the PCA for the person needing care. For more information on who can be hired as the PCA, call the Alternate Care Unit or the Social Work Unit at DSS Central Office.

Program Delivery
Eligibility: Adults, ages 18 through 64, with disabilities who are institutionalized or who would be institutionalized without PCA services, and who have deficits in at least two activities of daily living, and who do not have community supports available to live independently; Income at or below 300% of the maximum SSI benefit; Asset restrictions; Must have Medicaid, or must apply for Medicaid and be pending or have a start date, or must spenddown to Medicaid limit; total assets cannot exceed $1,600; Counted assets include bank accounts, some life insurance policies, savings bonds, and stocks; a home that individuals live in, or a motor vehicle that is used for transportation to employment or on-going medical treatment, or vehicles modified for operation by, or transportation of a disabled person, are not included; If married and your assets are greater than $1,600 the Department will do an assessment of you and your spouse’s total assets to determine program eligibility



NOTE: Adults 65 and over can apply for personal assistants through the CT Home Care Program for Elders
