**Notices sent ~40 days in advance of benefits change Active TFA time-limited clients with 21 months of counted TFA benefits will be instructed to apply for an extension to continue benefits. 

**Outreach before sanctioning TFA time-limited clients who are not compliant with Jobs First employment services, a phone call, email, and a text or online account message will be sent by Department of Labor/Job First Employment staff advising those non-compliant with JFES that the deferment during the COVID Pandemic has ended and complying with employment services is a requirement to continue benefits

Time limited cash assistance program, for very low income eligible families provides monthly cash for basic needs such as food, shelter and clothing and employment assistance. Any relative who has a child living with them can receive TFA (Temporary Financial Assistance) for the child only, regardless of the relative's income or assets. The custody arrangement does not have to be legalized. Relatives will need to verify that they are related and that the child resides with them. In addition they will need to verify any income or assets that the child has. Income of a non-parent relative or guardian does not count when the relative or guardian does not receive TFA for themselves. Employable TFA recipients must participate in the Department of Labor-managed, Job's First Employment Services (JFES) program. Exemptions to the time limit and/or to the work requirement are made for certain groups, such as people who are incapacitated, people who are over age 60, people caring for a child under age 1, and other specific circumstances. Individuals involved in a domestic violence situation may also qualify. With this population, there is no income, asset, immigration/citizenship status restrictions to receive the benefit. Individuals applying must be residents of Connecticut. Individuals with or without dependent children may qualify. This is generally a one-time benefit and is calculated as the three-month Temporary Family Assistance award for the equivalent family size and issued in one lump sum.

Program Delivery
Eligibility: Families with children under 18, pregnant women may qualify if no other means of support are available; Must be U.S. citizen or have permanent resident status in Connecticut; Must be engaged in an employment services activity unless exempted; Child or children in the household must live with a related adult or an adult who has filed for guardianship through probate court; Many TFA-eligible households are grandparents caring for grandchildren; Income of a non-parent relative or guardian does not count when the relative or guardian does not receive TFA for themselves

*Exemptions to the employment work activity requirement are granted based on: Dependent child under age 19, or Minor parent under age 19 if in school, or
Over age 60, or Caring for child under age 1, or Have a disability or illness, or Caring for person in household with disability or illness, or Domestic violence prevents or limits hours of employment *Income limit differs by region because of the cost of housing difference, but is always a figure less than 100% FPL; Asset limit is $3500; also, $9500 of car value is not counted towards assets

There is no income, asset, immigration/citizenship status restrictions to receive the benefit. However, those who applying must be residents of Connecticut.  Individuals with or without dependent children may qualify. This is generally a one-time benefit and is calculated as the three-month Temporary Family Assistance award for the equivalent family size and issued in one lump sum. The alleged abuser is not included as a member of the household. This program is a state-initiated and state-funded program administered by the Social Work Division. Individuals applying will be required to provide any supporting documentation, including but not limited to:

Verification of identity;
Primary applicant’s social security number;
Verification of relationship between the primary applicant, children and other household members listed on the application;
Verification of Connecticut residency;
Verification that the primary applicant is a current victim of domestic violence with corroborating evidence in the form of:
A police report, protective order or restraining order that was signed and executed within the ninety days (90) immediately preceding the request for assistance; or
Documentation from a domestic violence agency that confirms the applicant has experienced a domestic violence event as listed above.
