Update - 2/2023: With the COVID-19 Public Health Emergency (PHE) ending, Department of Social Services/HUSKY Health will resume the regular HUSKY eligibility process by giving all HUSKY A, B, D, or D Health members a chance to renew their coverage. When it is time to renew, HUSKY Health members will receive a notice in advance, so it is important that individuals most recent mailing address is on file to receive this notification.  (Individuals can verify or update their address at: ct.gov/UpdateUsDSS):
 
  • Some individuals on HUSKY will be renewed automatically, due to eligibility status after review and will be notified that their renewal process is successful, and no additional action is required; OR
  • HUSKY Health was unable to automatically renew an individual’s coverage and they need to provide a renewal form.  A renewal form will be included. HUSKY Health members will receive a notice with pre-application, 45 days before their coverage is due to end in 2023, and individuals will have to complete either online, by phone or paper. It is important to reply promptly to any mail from HUSKY Health/Access Health CT, to start the verification process.

Health insurance program for income eligible individuals and families. Connecticut residents who are 65 years of age or older, and/or who are blind or disabled, may qualify for Medicaid coverage under HUSKY C.
Income and asset eligibility varies, depending on which part of HUSKY C individuals may qualify for.
Please note that the annual income limit for Medicaid for Employees with Disabilities enrollees is $75,000 and asset limits are much higher.Individuals and families who are receiving cash assistance from DSS are automatically eligible for Medicaid. "Everyone receiving Medicaid is issued a "Connect Card"; people who are on a plan are also issued a card from the plan, and the card will identify the name of the plan in which they are enrolled. - NOTE: Those applying for Medicaid, can do so any time throughout the year, there is no set enrollment period. - OTHER INFORMATION:  Call DSS office for specific information about income limits; Anyone can apply for Medicaid; and anyone can be eligible for Medicaid regardless of income if they have medical expenses sufficient to "Spenddown" income to the income limit.  No set enrollment period, individuals can apply any time throughout the year. -  APPLICATIONS: DSS may be able to expedite the applications if it is an emergency. There are no set guidelines or criteria that constitutes what an emergency might be; there is no guarantee that an application would be expedited even if a request is put in. This happens at the discretion of the caseworker at DSS.

Eligibility: Income generally below 138% of the Federal Poverty Limit; Assets $1,600 for individual, $2,400 for couple, up to $5,400 burial insurance not counted towards assets; Must be U.S. citizen or have permanent resident status for at least 5 years

Application Process: Applicants can apply online, for faster service, at www.connect.ct.gov, in person by going to his/her local DSS office (In person, individuals may have to wait to see a worker), or by mail, filling out the W-1E form found online; Individuals applying for Medicaid, can do so anytime throughout the year, there is no enrollment period
Documents Required: Identification; Proof of address; Proof of income; Proof of all assets; Proof of citizenship or green card; Proof of age 65+ or age under 21; Proof of disability if over age 21 and under age 65; Social Security number
