PAPER CHECKS: Beginning Sept 30, 2025, federal payments must be sent by direct deposit. SSA is proactively contacting those beneficiaries who receive paper checks to alert them about the change and the process to enroll in direct deposit or receive Direct Express cards. Some exceptions will be permitted for those unable to complete the transition. Waivers can be requested for conditions such as mental impairment, living in areas without banking infrastructure, or being aged 90 or above. ​OVERPAYMENTS: In July 2025, the withholding rate for people who received overpayments increased from 10% of their monthly check to 50% of their monthly check.
