Eligibility
|
A Maryland-based small business that has 100 or fewer employees. Maryland-based small businesses, labor unions, trade associations, or companies that contract with or are members of a trade association who rely on access to the private and public marine terminals at the Port of Baltimore, and whose activities are hindered or halted entirely due to reduced Port operations.
A business is eligible for a wage subsidy if it meets all the following criteria:
A port-impacted business, such as:
One located directly on the Port of Baltimore;
Rail business; Terminal operator;
Liquid storage terminal;
Auto terminal operator; Labor Union;
Roll-on-roll-off terminal operator;
Warehousing; Logistics; Manufacturing;
Any other type of organization that can reasonably demonstrate negative business impacts due to the temporary Port reductions (Applications will be considered on a case-by-case basis).
Will use all program funds only for its workforce or operations within the State of Maryland.
A business must demonstrate economic and financial injury and risk of layoffs to employees resulting from the disruption to the operations of the Port of Baltimore through reduction in business revenue and activity increased costs to business operations.
The business must be in Good Standing with the State of Maryland at the time of the application deadline.
Business owners without Social Security Number or Employer Identification Number can apply as long as they meet the criteria above and have an Individual Taxpayer Identification Number (ITIN).
A business with multiple locations can only receive one grant at one location.
The employee must be a Baltimore City resident
The employee must be an incumbent worker on the job at least 60 days prior to March 26, 2024.
The employee is required to work at least 32 hours per week.
Sole-proprietors and self-employed individuals are eligible to apply if they meet the criteria above.

Documents Required
|
Paystubs, W-9 Form, and contract. If approved an email link will be sent to provide paystubs or payroll proof for previously approved employees that show 45 days of continuous employment for at least 32 hours a week, for a minimum of 45 days. An email link to provide the closeout attestation form.
