OVERVIEW: A statewide program funded primarily through Part B and ADAP Earmark of the Ryan White CARE Act that ensures people living with HIV/AIDS in Maryland have access to the medication they need to stay healthy.
PROGRAMS: 1) MARYLAND AIDS DRUG ASSISTANCE PROGRAM (MADAP): Helps pay for medications for eligible clients and helps clients with insurance by paying for eligible co-pay and deductible costs so they can get their medication (MADAP Plus). The list of medicines covered by MADAP includes a wide range of medications used to treat HIV infection, HCV treatment, opportunistic infections, and complications of HIV infection or related conditions, including all anti-retroviral therapies approved by the U.S. Food and Drug Administration.
2) MARYLAND AIDS DRUG ASSISTANCE PROGRAM PLUS (MADAP PLUS): Offers assistance in paying insurance premiums for health and prescription plans for eligible individuals.
3) URGENT MARYLAND AIDS DRUG ASSISTANCE PROGRAM (URGENT MADAP): Assists new applicants or MADAP clients with an elapsed enrollment period but has an urgent need for HIV medication and cannot submit a complete application and wait 3-5 business days for processing. A case manager must submit the Urgent Application on behalf of the client.
4) TEMPORARY ASSISTANCE PROGRAM (TAP): Provides assistance for individuals who are not eligible for MADAP but have a pending application for Medical Assistance (Medicaid/MA) or for individuals who are dually eligible for Medicare and Medical Assistance (not including Qualified Medicare Beneficiary program (QMB) or Low-Income Medicare Beneficiary program (SLMB)) with a pending Low-Income Subsidy (LIS) application. If these individuals have a need for HIV medication a case manager, on behalf of the client, must request TAP while the application for Maryland Medical Assistance or LIS is being processed.

Eligibility
|
HIV infected and using or will be using HIV medications within 3 months of application. Projected gross household income not to exceed 500% of the Federal Poverty Level. Be a current resident of Maryland (does not need to be a United States citizen), be diagnosed as HIV positive by a physician, physician assistant or nurse practitioner, as indicated on the MADAP Medical Form, have gross household income at or below 500% of the Federal Poverty Level (FPL). In addition: Be prescribed (or have an immediate plan to be prescribed) one or more of the HIV drugs covered by MADAP, not be eligible for any Maryland Medicaid Programs that offers prescription coverage and not have access to medications through current hospitalization, residence in a long-term care facility, rehabilitation center or incarceration.
