NOTE: Emergency clients are seen Monday - Friday from 8:30-11:00AM and 1:00-3:00PM on a first come first served basis. OVERVIEW: Provides eligible families, renters and homeowner's financial assistance with heating, utilities, and weatherization of their homes. Assistance varies depending upon need. See below for eligibility and application requirements.
SERVICES: 1) MEAP (Maryland Energy Assistance Program): Offers assistance with heating bill in the winter and is based on the type of fuel used, household size, household income and annual consumption. MEAP income eligibility ELIGIBILITY EFFECTIVE: July 1, 2022-June 30, 2023 Based on income household received in last 30 days. Monthly 1 $1,982 2 $2,670 3 $3,359 4 $4,047 5 $4,735 6 $5,424 7 $6,112 8 $6,800 FOR EACH ADDITIONAL PERSON, ADD $688.00 monthly
2) EUSP (Electrical Universal Service Program): Offers year round assists with electric utility bill payments. Client is required to have bill in his/her own name and be on a monthly budget billing plan. Some funds are available for a one time only benefits for past due bill payments.
APPLICATION: Need to submit a copy of photo identity, proof of residence, copies of Social Security cards for all household members (including children), proof of household's total gross income for 30 days prior to application date (from all sources), name of home energy supplier and account number, a copy of the most recent utility bill and a copy of the lease/mortgage statement. The application process for people with NO utility service (lights turned off) can apply between 8-10AM. All other applicants can apply between 8AM-3PM.

Paper applications can be mailed to PO Box 3929 Frederick, MD 21705, faxed to 301-600-2690 or emailed to ohep@cityoffrederick.gov. A document drop off box is also located outside the interior office door at 420 East Patrick Street. No face-to-face interviews at this time.
