OVERVIEW: Welfare reform program designed to help families become independent of welfare support through work, personal responsibility and community involvement. FIP has a 5-year lifetime limit for benefits. Clients are required to participate in work activities for a minimum of 40 hours per week in exchange for temporary cash assistance, child care, training and emergency assistance.
SERVICES: COMPONENT EXPLANATIONS: 1) WORK ACTIVITIES: Offers individuals job search assistance, unsubsidized and subsidized employment, work experience, on-the-job training, and/or community service. Education activity for adults must be approved and is required for minors with infants. Exemption from work activities: adult of child under 1 years; teen mother with child less than 12 weeks; or severely disabled adult or child (SSI application required).
2) WELFARE AVOIDANCE GRANTS (WAG): Clients work with caseworker's, and at caseworker's suggestion, can receive 1-3 months of cash assistance to avoid need for TCA.
3) TEMPORARY CASH ASSISTANCE (TCA): Provides cash assistance benefits to families with children under 18 years old while the parent (s) seek employment or other resources to support the household.
4) SANCTIONS: Occurs due to non-compliance with program requirements and results in the loss of the entire cash benefit. Cash can be restored upon compliance. The family may retain Supplemental Nutrition Assistance Program (SNAP) and Medical Assistance/Medicaid during this time if receiving these benefits.
ELIGIBILITY: Families which include a minor child or pregnant individual. Must be a U.S. citizen or legal immigrant who resides in Maryland, has applied for Child Support Services and participates in a work activity and screened for substance abuse.
