Application link: https://habc-onthelist.myhousing.com/?abandon=False. Persons interested in being added to HABC’s HCVP Tenant Based Waiting List need to provide their name, social security number, date of birth, current mailing address (where the applicant can be contacted within 120 days), basic information about household members, and whether any household member receives benefits from SSI, SSDI, or TANF/TCA. This information should be available before beginning the application process. Application is available in multiple languages. HOUSING CHOICE VOUCHER PROGRAM (HCVP)/SECTION 8: Provides a rental assistance program that helps low income families and individuals who are seniors or disabled to afford safe and decent housing in the private rental market. There are two separate offerings:

- The "Tenant Based" voucher allows recipients to live in the property of their choice.
- The "Project Based" voucher provides a specific housing location.

- Non-elderly disabled people can apply for the "Project Based" waiting list here: https://www.habc.org/habc-information/neds/

- Seniors can apply for the "Project Based" waiting list here: https://www.habc.org/habc-information/seniorlist/

Applications should be submitted online. People who have difficulty submitting an online application can contact 443-984-2222 for accommodations. People can also walk-in to the office on Wednesdays only, from 8:45AM-12Noon for assistance. Walk-ins are not offered any other days.

Eligible applicants’ names will be put the waiting list for the "Project Based" Program. When an applicant’s name reaches the top of the waiting list, the Management Agent from the housing development that has available dwelling units and the HCVP office will contact them to determine eligibility. Applicants should keep their name and address current at all times by emailing HCVP.Info@habc.org 

Agency encourages landlords to list available rental property with HCVP. Landlords can email hcvpropertylisting@habc.org.
