ADOPTION: Provides services which enable children to become free for adoption and to be adopted by resource parents. Services can be provided at the direct request of the child's birth parents or initiated by foster care staff for children who have been abandoned or who have been in foster care with no chance of returning to their families. Children are placed with adoptive parents who have previously applied to adopt and have been approved to do so through a home study licensing process. Most of the children freed for adoption have special needs and disabilities. This is a foster to adopt program.
