Description
Animal Population Control Program (APCP) provides vaccination/sterilization benefits for pets adopted from municipal impound facilities, pets owned by low-income residents and non-profit organizations for feral cats. Eligible owners must be Connecticut residents and pay a $45 adoption fee at the pound entitling the person to a spay/neuter voucher and two coincident presurgical vaccinations. Low-income residents must establish eligibility through the Department of Social Services (DSS) for a free voucher and non-profits must be a registered 501C-3 organization to be eligible for feral cat benefits. Vouchers for pound animals and low-income pets are good for 60 days and can be extended by a participating veterinarian if the pet is too young or sick. Feral cat groups have seven (7) months for completion. The main source of revenue is a surcharge on all dog licenses ($6.00/unsterilized - $2.00/sterilized), the $45 adoption fee and a portion of the "Caring for Pets" commemorative license plate issued by the Dept. of Motor Vehicles (DMV).

Program Delivery
Eligibility: Low-income residents and non-profit organizations
Application Process: Animals can be adopted from any municipal impound facility; low-income applications can be acquired from the DSS, APCP or any municipal animal control officer, town hall or download from the program's web page. Feral cat vouchers are issued each September and applications can also be downloaded. Vouchers can only be used at participating veterinarian offices
Program Fees: $45 fee to adopt a pound pet; no fee for low-income and feral cat vouchers. The voucher entitles the recipient to a pre-determined spay/neuter amount and two coincident presurgical vaccinations
