Enforces laws which govern employer-labor union relations. When employee groups seek to unionize, the Labor Relations Board certifies the union. The Board mediates when an employer refuses to negotiate with the union which represents his employees, and when there has been a complete repudiation of a contract between a union and an employer. The Board does not handle individual conflicts.
