The passage of House Resolution 1 (H.R. 1) included the expansion of the 1996 Personal Responsibility and Work Opportunity Reconciliation Act, which includes the restrictions of “Able-Bodied Adults Without Dependents” (ABAWD) ages 18 – 49 to CalFresh food assistance for 3 months in a 3-year period. H.R. 1 raised the upper age limit to 64 and modified the criteria for parents with children 14 and over in the CalFresh Household. Parents who do not have children under 14 in their CalFresh household and do not meet an exemption must meet work or community engagement requirements to keep benefits beyond 3 months. Effective June 1, 2026, to maintain eligibility beyond the 3-month limit in a 3-year period, participants who are not exempt must complete an average of 80 hours per month (about 20 hours a week) in qualified activities or earn $217.50 per week before taxes.

Description

The CalFresh Program, formerly known as Food Stamps and federally known as the Supplemental Nutrition Assistance Program (SNAP), can add to your food budget to put healthy and nutritious food on the table. For eligibility information, or to apply, visit a bureau location or go online. Supplemental Security Income (SSI/SSP) recipients may be eligible to receive CalFresh benefits effective 6/1/2019.

CalFresh issues monthly electronic benefits that can be used to buy most foods in many markets, farmers' markets, and food stores.

To report a lost EBT card, theft, or scams, call 877-328-9677, or contact your county social services agency.


California has been experiencing an increase in occurrences of Electronic Benefits Transfer (EBT) theft. For online access to EBT card balance information use the free ebtEDGE mobile and web-based application to manage your CalFresh and/or CalWORKS benefits, check your balances, and review transaction history. Available to download in the Apple App Storen (iOS) and Google Play Store (android). No mobile device, you can manage your account online at www.ebt.ca.gov.

Address Change Reporting Procedure:

  • As of April 1, 2023, when a CalFresh customer reports an address change to the county, the county will encourage them to submit updated shelter costs.
    • If updated shelter costs are reported, the county will act upon the new information.
    • If costs are not reported, no changes will be made and the county will follow up at the next SAR or recertification, whichever comes first.

CalFresh Work and Community Engagement Requirements:

Beginning June 1, 2026, some people must complete a CalFresh work and community engagement rules screening with their county at application or their next recertification, and every recertification thereafter.

Program Delivery
Eligibility: Low-income individuals and families whose gross household income is at or below 200% of the Federal Poverty Guidelines (effective as of January 2025). Must have at least one US citizen or permanent resident in the household. Households with an elderly member can deduct certain medical and shelter expenses from their net income.


Income-Based Eligibility Guidelines (valid 10/1/25 - 9/30/26):
Household size of 1: monthly income of $2,610; annual income of $31,320
Household size of 2: monthly income of $3,526; annual income of $42,312
Household size of 3: monthly income of $4,442; annual income of $53,304
Household size of 4: monthly income of $5,360; annual income of $64,320
Household size of 5: monthly income of $6,276; annual income of $75,312
Household size of 6: monthly income of $7,192; annual income of $86,304
Household size of 7: monthly income of $8,110; annual income of $97,320
Household size of 8: monthly income of $9,026; annual income of $108,312

Add $918 for each additional person in the household.

Households may qualify for "Expedited Service" if the cost of their housing and utilities is more than this month's income combined with the amount of their liquid resources, such as cash and savings accounts. Or they may qualify if their cash, savings, stocks, etc., are worth no more than $100 and this month's income is less than $150. Or they may qualify if they are a migrant or seasonal farmworker and have $100 or less in cash.


The following are eligible for CalFresh:
- Citizens of the United States
- United States Nationals (such as persons born in American Samoa or Swains Island)
- Cuban and Haitian Entrants (CHE)
- Lawful Permanent Residents (LPR) who have met the 5-year waiting period or are exempt from the waiting period
- Citizens of Micronesia, the Marshall Islands, or Palau

Starting 4/1/2026, the following will no longer be eligible for CalFresh:
- Asylees
- Refugee
- Parolees (except for CHEs)
- Individuals with deportation or removal withheld
- Conditional entrants
- Survivors of trafficking
- Battered non-citizens
- Iraqis or Afghans with Special Immigrant Visas (SIV) who are not LPRs
- Certain Afghan Nationals granted parole between 7/31/2021 and 9/30/2023
- Certain Ukrainian Nationals granted parole between 2/24/2022 and 9/30/2024

Renewed at 12 - 36 months; all households must attend an interview to determine continued eligibility. The purpose of the interview is to report changes in address, family size, children's school attendance, employment, income, property, and expenses. Some people must complete a CalFresh work and community engagement rules screening with their county at application or their next recertification, and every recertification thereafter.
