Program Delivery
Eligibility: Weatherization (energy efficiency upgrades) services in Sacramento, Sutter, and Yuba counties are still available, but due to limited funding, only applicants with vulnerable household members (elderly, disabled, young children) and non-operational water heaters or HVAC systems will be eligible. All other applicants will be added to a waiting list.


The wait time for weatherization services in San Joaquin County is 4-6 weeks, and is available to all eligible applicants who live in the county.


If you live in the North Franklin neighborhood of Sacramento, you may qualify to receive expedited services.

Additional Requirements: - Have low income and meet the income guidelines listed below (effective as of February 2025)
- Have approval from the landlord (if renting)
- Have a dwelling free from roof leaks and major electrical issues
