Description
Utility payment program that can offer income-eligible residents of Sacramento, Sutter, and Yuba Counties a credit to their utility bills. HEAP is available for customers of PG&E, SMUD, or those who heat their homes using wood, propane, or oil purchased from a vendor. Along with the utility credit, clients will also receive valuable information about energy conservation and practical tips on how to save energy and keep your utility bill at a manageable level.
  • Factors considered include funding availability and the cost of energy within the county where the household resides. HEAP provides one payment, ranging from $300 - $600 every 12 months.
  • HEAP is not an emergency program, and it will take two or three months before a credit appears on the applicant's utility bill.
  • Due to the reduction of applications that will be processed this year and the requirement of the State of California to prioritize certain applications, applicants may not be assisted during this contract year.
  • HEAP is an assistance program. HEAP will only credit one utility company and that credit will take 8-12 weeks to appear on your utility bill. If you receive a HEAP credit, you are still responsible for paying your utility bill while the credit is being processed.

Eligibility: Must have a Final Shut Off Notice or have a resident in the household who is part of a vulnerable population (elderly, disabled and children under 5). Gross income must be less than the income guidelines listed below.

Household size of 1: monthly income of $3,332; annual income of $39,984
Household size of 2: monthly income of $4,357; annual income of $52,284
Household size of 3: monthly income of $5,382; annual income of $64,584
Household size of 4: monthly income of $6,407; annual income of $76,884
Household size of 5: monthly income of $7,432; annual income of $89,184
Household size of 6: monthly income of $8,457; annual income of $101,484
Household size of 7: monthly income of $8,650; annual income of $103,800
Household size of 8: monthly income of $8,842; annual income of $106,104
Household size of 9: monthly income of $9,034; annual income of $108,408

Application Process: Apply online. For those unable to apply online, call 916-567-5200 for more information. Applicants must leave a message, and the staff will get back to them only if they provide a complete and audible message. Returned calls are not promised.

Individuals with a disability, or frail elderly, can call the HEAP Hardship Line at 916-970-2135 to request a mail packet be sent to their home.

For Sacramento residents, hard copies of the application can be mailed or put in the drop box outside the office located at 250 Harris Avenue, Sacramento, CA 95838, or fax the application to 916-970-2147.

Sacramento residents can also put hard copies of the application in the drop box located at the Louise Perez Community Center, located at 3821 41st Avenue, Sacramento, CA 95824.

For Sutter and Yuba County residents, hard copies of the application can be mailed or put in the drop box outside the office located at 201 D St, Suite Q, Marysville CA 95901.
Payment methods:
Program Fees: No fee.
Documents Required: Please provide the following information with the application:
1. Copy of Shut Off Notice.
2. Copies of all sources of income from everyone residing in the home for the last 6 weeks.
3. Copies of the current utility statement from SMUD, PG&E, propane, oil, and wood bills.
4. Both a Social Security card and a State-issued identification for all adults in the household.
5. Rental agreement or a receipt, or a mortgage statement. If an applicant receives a Housing Choice Voucher (Section 8), HUD, or low-income Housing, they must provide a current statement showing the rent amount, utility allowance, and reimbursement payment.
Normal Wait Time: 3 - 4 weeks to process application. Mail-in applications take longer.
