Emergency utility bill assistance for Sacramento County residents. Must have a shut-off notice or have already had their service disconnected.

SMUD - Energy HELP
Qualified recipients may receive assistance of up to $200 a year toward unpaid balances on their SMUD bill. Customers must have received a shut-off notice (grey envelope).

PG&E/REACH
Qualified recipients may receive assistance up to $2,000. Customers must have a 15-day or 48-hour notice.

Program Delivery
Eligibility: Priority is given to low-income families with small children and seniors aged 60+; however, anyone living in Sacramento County in need may apply for assistance. The person applying for assistance must live at the address, and their name must be on the bill. Must be a legal resident or a lawfully present non-U.S. citizen (have a California Driver's License, California ID Card, Passport, or Green Card).

Households must meet income guidelines, which vary depending on the type of assistance required. Call for more information on income eligibility.

- For SMUD, customers must have a shut-off notice in a grey envelope.
- For PG&E, customers must have a notice of termination of service (15-day or 48-hour) and a past due balance of up to $2,000.

Application Process: Call or email. No walk-ins are accepted.
