Responsible for the receipt, investigation, and assessment of reports on the abuse, neglect, or exploitation of older adults (aged 60 and older) and dependent adults (aged 18-59 with physical or mental disabilities).

Elder and dependent abuse includes physical abuse (assault/battery, constraint or deprivation, sexual assault, chemical restraint, over- or under-medication, and withholding of food/water), neglect (includes self-neglect of physical, residential, and financial situation), financial exploitation (by third parties), abandonment, isolation, abduction, psychological abuse, and verbal abuse.

Services include:

  • A 24/7 Adult Protective Services hotline and online reporting service.
  • Crisis intervention (unannounced home visits, investigation of allegations, service planning, etc.).
  • Referrals for other county and community services.
  • Advocacy for clients in a variety of situations.

Program Delivery
Eligibility: Any member of the public, including family members and friends, can make a report to APS. APS serves elders and dependent adults who are subject to neglect, abuse, or exploitation, or who are unable to protect their own interests.

- Elder adult: individuals ages 60 and older.
- Dependent adult: individuals between the ages of 18 and 59 who cannot care for themselves or manage their own care due to physical or mental limitations. Includes those admitted to a 24-hour health facility.
Languages: Website translation available, most languages by arrangement, American Sign Language Interpreter available on request, Spanish, English
Application Process: Call the APS Hotline to make a report.

If you are a mandated reporter, please follow these steps:
Emergency Reports Where Immediate Assistance Is Necessary:
Step 1: Reports must be called in to the 24-hour APS Hotline.
Step 2: During the call, obtain the two passwords needed to complete the online Abuse Report - A password to submit the online SOC 341 form and a password to download and save the SOC 341 form.
Step 3: Within 2 working days, complete an online SOC 341 Report.

Non-Emergency Reports Where Immediate Assistance Is NOT Necessary:
Option 1:
Step 1: Report an incident to the 24-hour APS Hotline.
Step 2: During the call, obtain the two passwords needed to complete the online Abuse Report - A password to submit the online SOC 341 form and a password to download and save the SOC 341 form.
Step 3: Within 2 working days, complete an online SOC 341 Report.

Option 2:
Step 1: Submit an Online Non-Emergency Report on www.reporttoaps.org. There is no need to call APS after submitting the online report. Online reports made after hours will be processed on the next business day. The individual submitting the report does not need to be a mandated reporter.
Step 2: Once forms have been completed, save a copy of the report.

NOTE: The majority of APS call center staff is available Monday through Friday, 8 am - 5 pm. After hours and weekend calls are routed to an on-call social worker. After hours callers may experience additional wait times.
