Funding for this program is extremely limited and is typically exhausted within the first few days of each month. Funds are allocated separately between Seniors and Families, so one group may run out before the other. Funding is replenished at the beginning of every month.

Description

Helps low-income residents with first month's rent, utility assistance and eviction avoidance. Families are only eligible for utility assistance.


Please note: Francis House Center cannot provide entry into housing. Entry is through the Coordinated Access System.

Program Delivery
Eligibility: Low-income families and seniors (ages 55 and older) who meet the 2026 Federal Poverty Guidelines (at or below 100% FPG) are eligible for assistance. Applicants must provide all required documents to verify eligibility.

Funding is available for qualifying low-income families and seniors, including those who live with roommates. Roommates’ income is not counted toward the household income limit.

Families are eligible only for utility assistance.

Income is cash income ONLY and does not include monthly CalFresh allotments.

1 person: monthly income of $1,330; annual income of $15,960
2 persons: monthly income of $1,803; annual income of $21,640
3 persons: monthly income of $2,277; annual income of $27,320
4 persons: monthly income of $2,750; annual income of $33,000
5 persons: monthly income of $3,223; annual income of $38,680
6 persons: monthly income of $3,697; annual income of $44,360
7 persons: monthly income of $4,170; annual income of $50,040
8 persons: monthly income of $4,643; annual income of $55,720
For households with more than 8 persons, add $473 ($5,680 annual) for each additional person.

Application Process: Walk into Francis House Center only. For Diversion assistance, an initial interview is done by the Program Resource Specialist to see if the person qualifies. If the individual appears to qualify the Program Resource Assistant will schedule an appointment.
Payment methods:
Program Fees: No fee.
Documents Required: - Proof of all sources of household income
- Photo ID

First Month's Rent:
- Rental Agreement signed by client & landlord
- Lease and W9 provided by the landlord for rental assistance
- Receipt for security deposit and partial payment of first month's rent or proof of funds

Eviction Avoidance:
- Receipt for partial payment of the amount owed or proof of funds
- 3-Day Pay or Quit for Eviction Avoidance and a W9 provided by the landlord
Capacity: Dependent on fund availability.
Normal Wait Time: 10 - 14 days when all documents are submitted. Funds are mailed directly to the landlord or the utility company as applicable.
