Eligibility:

Utility billing: residents of Folsom.
Discounted utility services: residents of Folsom whose income is at or below 200% of the Federal Poverty Guidelines (effective as of January 2026). Utility service bill must be in the applicant's name or the applicant must be an authorized person on the account. Applicant must be residing at the property that receives services. Must be a single-family residence.
Income-Based Eligibility Guidelines:
Household size of 1: monthly income of $2,660; annual income of $31,920
Household size of 2: monthly income of $3,607; annual income of $43,280
Household size of 3: monthly income of $4,553; annual income of $54,640
Household size of 4: monthly income of $5,500; annual income of $66,000
Household size of 5: monthly income of $6,447; annual income of $77,360
Household size of 6: monthly income of $7,393; annual income of $88,720
Household size of 7: monthly income of $8,340; annual income of $100,080
Household size of 8: monthly income of $9,287; annual income of $111,440
Add $917 for each additional person in the household.
