Description

Offers a one-time home repair loan with one percent interest and deferred principal payments up to $30,000 for low-income homeowners.

Total loan is due at the end of 30 years or when the property is sold, refinanced, transferred, or death of owner (except for joint tenant survivorship) or breaches the agreement. Loan terms for a "special needs" person or senior loan is 5 to 10 years, with the loan forgiven at the end of the term.

Loan can be used for repairs, accessibility, deferred maintenance, and code violations. The programs also require energy efficient and water conservation products.

Emergency Housing Repair loans are assumable. Assistance provided under this program may affect applicant's future assistance when applying for the City's owner-occupied housing repair programs.

Loans are not subordinated to future financing. Loan cannot be combined with "reverse" mortgages or take cash or equity out for any reason.

Eligibility: Meet program edibility criteria:

-Limited to homeowners who have lived in their property for at least 6 months before applying.

-Property must be in the limits of the City of Stockton

-Property loan-to-value ratio must be below 95% of the property value, and the owner's total debt to income ratio must not exceed 55%.

-Household income cannot exceed 80% of median family income, as adjusted annually:
