Description

Offers a home repair loan with one percent interest and deferred principal payments for low-income homeowners.

Total loan is due at the end of 30 years or when the property is sold, refinanced, transferred, or death of owner (except for joint tenant survivorship) or breaches the agreement.

Loan can be used for repairs, accessibility, deferred maintenance, code violations, and in some cases, house reconstruction. The programs also require energy efficient and water conservation products.

Loans are not subordinate to future financing. They cannot be combined with "reverse" mortgages or used to take cash or equity out. Refinancing existing debt is allowed only in special hardship cases with extra evaluation.

Eligibility: Meet program edibility criteria:

-Limited to homeowners who have lived in their property for at least 6 months before applying.
*In case of two units on one lot, owner must ensure the rental unit is occupied by a low-income tenant at an affordable rental rate set by the local Section 8 Housing Program, with the city monitoring the tenant's income for up to 20 years.

-Property must be in the limits of the City of Stockton

-Property loan-to-value ratio must be below 95% of the property value, and the owner's total debt to income ratio must not exceed 55%.

-Household income cannot exceed 80% of median family income, as adjusted annually:
