Description

The California Work Opportunity and Responsibility to Kids (CalWORKs) Program is California’s replacement of the Aid to Families With Dependent Children (AFDC) Program. Also known as Temporary Assistance to Needy Families (TANF), this program provides cash assistance for eligible families with children (time-limited for non-exempt adults). Apply online at benefitscal.com.

CalWORKs provides cash assistance to low-income families with minor children and pregnant women. Provides services to eligible homeless families and pregnant women and referrals to child support services.


Hands-on job training is also available for CalWORKs participants through the Welfare to Work (WTW) also known as CalWORKs Employment Services.

Welfare to Work (WTW) FAQ:

  • What is the difference between CalWORKs and WTW?
    • WTW is just one part of the CalWORKs program that focuses specifically on assisting individuals in finding and keeping employment
  • What are the WTW Supportive Services?
    • Individuals approved for WTW activities may receive child care, transportation expenses, and other services necessary to attend the required meetings, employment and other activities
  • What if unable to participate in WTW?
    • in individual is unable to participate in WTW, they may meet an exemption reason. There are specific exemption reasons and other rules that may apply, ask the county about the situation. The county will explain the requirements, will inform of any additional information is necessary, and will explain other options
  • Can an individual receive WTW service if exempt?
    • Yes, although many CalWORKs recipients are exempt from participating in the WTW program, WTW services can help individuals look for work
  • Can an individual get CalWORKs and still go to college or vocational training?
    • Yes, education and vocational training may be approved WTW activities. Depending on the individuals needs, there are certain time limits and other rules about education, ask the county for additional information

Program Delivery
Eligibility: Families with children, if the child in the home is deprived of parental support and care because one or both of the parents are: Deceased, Disabled, Unemployed/Underemployed, or Continuously Absent from the home.
Languages: Interpreters are available for other languages . American Sign Language Interpreter available on request, Russian, Spanish, Ukrainian, English
Application Process: Apply in-person at any HHSA location or online at benefitscal.com.
A face-to-face interview will be required for application process.
