Description
- Refugee Cash Assistance (RCA) provides cash assistance to refugees who are ineligible for Supplemental Security Income (SSI) or MFIP for up to eight months after arrival in the United States

- To ensure that RCA recipients are self-sufficient within RCA eligibility, agencies provide employment and social services

- RCA recipients may continue to receive social services after RCA eligibility ends

- There is no 30 day Minnesota residency requirement for RCA

Program Delivery
Eligibility: Refugees are defined by the Immigration and Nationality Act (INA). These include people who have been:

- Admitted as refugees under Section 207, or
- Paroled as refugee or asylee under Section 212(d)(5), or
- Granted asylum under Section 208, or
- Cuban and Haitian entrants, or
- Admitted as Amerasian under Amerasian Homecoming Act, or
- Victims of trafficking certified by the Office of Refugee Resettlement

Applicants also must be:

- Single adults 18 years or older, or
- Married couples without children, or
- Pregnant women and their spouses, until they meet eligibility requirements for the Minnesota Family Investment Program, or
- Adults who are disabled or older than 65, until they are eligible for Supplemental Security Income

- Hennepin County residents
Languages: Hmong; Somali; Spanish; Interpreters available
Application Process: - Call, walk in for application at any Human Services or Satellite Center location

- Visit website/apply online at ApplyMN which is a secure web application

- Note: The agency processing time frames are the same if application process is online or in-person
Program Fees: None
Documents Required: Proof of immigration status (I-94); picture ID; application/registration form; applicants may be asked to provide Immigration Naturalization Services (INS) documentation
