Description

UTILITY BILL PAYMENT ASSISTANCE PROGRAMS: Provides bill assistance to low-income households. Applicants can check the status of their submitted MEAP application by visiting https://myohepstatus.maryland.gov/. Provides four separate grants, Maryland Energy Assistance Program (MEAP), Electrical Universal Service Program (EUSP), Arrearage Retirement Assistance (ARA) and Gas Arrearage Retirement Assistance (GARA). Also, provides referrals to Maryland Department of Housing and Community Development (DHCD) for energy efficiency improvements or weatherization.

WEATHERIZATION: Energy efficiency improvements such as, furnace cleaning and tuning, added insulation, and energy efficient light bulbs are offered at no additional cost to income eligible Marylanders who apply for weatherization program. This can be found in the Crisis Information section of the OHEP application.

Program
Eligibility Must meet income requirements based on household size for the last 30 days. Renters, homeowners, residents of public housing, sub-metered homes where tenants pay another company, not the utility directly, and Roomers/Boarders may apply for assistance.
Languages Offered Will accommodate when needed.
Program Fees None.
Application Process Walk in for assistance or bring completed applications with all required documents to the 24 hour drop box. Individuals can check their application status, find their local OHEP office, reach the online application portal or print an application from myohepstatus.org.
Documents Required A copy of head of household's unexpired government photo ID and proof of household's gross (pre-tax) income for the last 30 days. For individuals 18+ with no income, the "Declaration of Zero Income" must be completed and signed. Proof of residence (This can be the utility bill), copies of Social Security cards for everyone in the household, a copy of the most recent heating fuel bill or receipt and/or a copy of the most recent utility bill and termination notice if available. Lease agreement or mortgage statement may be needed.
