OVERVIEW: Oversees the implementation of state run income maintenance programs.
SERVICES: 1) SUPPLEMENT NUTRITIONAL ASSISTANCE PROGRAM (SNAP): Free food benefits provided monthly to eligible low-income households that allows them to purchase food from participating stores. Clients are given an independence card similar to a bank debit card to access benefits.
ELIGIBILITY: Eligibility is based upon household size and income. Benefits are not intended to cover total monthly food expenses but are designed to be a supplement to the food budget. U.S. citizenship is a requirement of the program but non-citizens with “qualified immigrant” status may also meet eligibility requirements. A signed application and interview is required in order to receive benefits. Specific information on eligibility is available at the local office.
PROCEDURE: Have callers needing SNAP call MD Hunger Solutions at 866-821-5552. To qualify for SNAP, income requirements must be met. However, all SNAP recipients will receive maximum benefits for April and May. New applicants can apply online at mydhrbenefits.dhr.state.maryland.us or by phone at 866-821-5552. This website can be checked for updates. If the caller applied by phone, call 1-800-332-6347 for updates. To order a new EBT card or check the caller’s SNAP account balance, call The Maryland EBT Customer Call Center, 1-800-977-2222. For free legal aid if the application was denied or the benefits terminated, call Homeless Persons Representation Project, 410-364-4198. For WIC assistance, call 1-800-242-4942.
2) MEDICAL ASSISTANCE PROGRAM: Provides medical benefits for health needs. Its purpose is to help eligible low-income persons of all ages with their medical bills when they cannot afford to pay. An interview and proof of citizenship is required.
PROCEDURE: People under 65 should visit marylandhealthconnection.gov and call 240-777-1003 with questions. People over 65 and those who are disabled or on Medicare should apply online at http://mydhrbenefits.dhr.state.md.us and call 240-777-1003. People looking for help paying for an LTC should go to mymdthink.maryland.gov. For Montgomery County health programs for the uninsured, poor, and those who don't qualify for other aid should complete an application and email it to [email protected]. Call 240-777-1003 with questions.
3) MARYLAND CHILDREN'S HEALTH PROGRAM: See separate listing.
4) TEMPORARY CASH ASSISTANCE: Provides cash assistance to eligible children, parents or other relatives of those who qualify.
PROCEDURE: Apply at http://mydhrbenefits.dhr.state.md.us or call the Customer Call Center at 1-800-332-6347.
5) TDAP (Temporary Disability Assistance Program): Cash assistance for Maryland residents who are totally disabled and cannot work for a minimum of three months. The impairment may be either physical, mental or a medical diagnosis, which includes substance abuse that may require a representative payee. Provides limited cash grants of $185 if applicant's income is less than $157 a month and resources do not exceed $1,500.

6) EMERGENCY ASSISTANCE TO FAMILIES WITH CHILDREN: Provides emergency cash assistance to families with children. It assists with court-ordered evictions, foreclosures, utility cut-offs, and burial assistance and may be used only once in a twelve-month period. Also available are funds for those who have experienced an official disaster (hurricane, flood or fire). Will assist those in public housing. Children 18-21 must be enrolled in school full-time.

Applications can be mailed in a postage-apid envelope.
