HOUSING AND COMMUNITY DEVELOPMENT: Assists in the provision of affordable housing for Frederick County residents with an emphasis on special needs populations, senior citizens, persons with disabilities, and low to moderate income workforce households: - ACCESSIBLE HOUSING FOR HOMEOWNERS: Loan-to-grant program which provides up to $40,000 in zero-interest loans (forgivable over time) to help homeowners make essential modifications which will help them to age in place: widening doorways, installing ramps or stairlifts, updating kitchens and bathrooms for safety and mobility.
- HOUSING CHOICE VOUCHERS: Vouchers provided to eligible families to seek housing in private rental market (section 8, limited subsidies and long wait lists) and project based vouchers (located in Emmitsburg, MD). Waiting list is CLOSED
- BELL COURT SENIOR HOUSING: Small apartment complex with community center for income eligible seniors ages 62 and above.
- EMERGENCY REHABILITATION LOANS: Provides zero interest, deferred loans up to $15,000 for emergency repairs.
- SENIOR REHAB GRANT PROGRAM: Provides grants up to $15,000 for emergency repairs and accessibility modifications to very low income senior homeowners.
- SPECIAL LOAN PROGRAMS: Programs to rehabilitate properties, increase energy conservation and meet special housing needs such as lead paint abatement and installation of indoor sewer facilities.
- HOME BUYER ASSISTANCE PROGRAM: Down payment and closing cost assistance program provides deferred loans up to $12,000 to first time homebuyers.
- LIVABILITY CODE for RENTERS: Code protects safety and welfare of renters through inspections of rental properties and citation of owners when appropriate.
